If you are referring to anything in this section, it is not the member only area. I have clarified some of the titles to make this more obvious.
The reason there is a MUST READ post is because people are too lazy to create a login so it needs to be in the public area so all they have to do is got to the url and read. The url is not posted publicly so it's not likely other people will be reading the info unless we send them here.
